Con la presencia de diferentes estamentos e integrantes de la comunidad institucional como estudiantes, docentes, empleados, egresados, ciudadanía y delegados de entes de control se cumplió la audiencia pública “Date Cuenta”, acto de rendición de cuentas del Tecnológico de Antioquia (TdeA) correspondiente al año 2023.
El evento estuvo encabezado por el rector del TdeA, Leonardo García Botero, quien hizo un detallado informe sobre el avance y gestión de las cinco líneas estratégicas que integran el Plan de Desarrollo Institucional 2022-2026, denominado “Ser, Hacer, Trascender”.
En 2023, el TdeA acogió en todos sus programas de las cuatro facultades (Ciencias Administrativas y Económicas, Educación y Ciencias Sociales, Ingeniería y Derecho y Ciencias Forenses) a 12.193 estudiantes en el primer semestre del año y 11.979, en el segundo.
“Fue un año de grandes logros donde posicionamos nuevas propuestas que son pertinentes a la realidad histórica y social de Colombia como con la maestría en Pedagogía Digital, en asocio con la IU Digital de Antioquia; la especialización de Derecho Público y la maestría en Desarrollo Urbano-Rural. Estamos ofreciendo alternativas que conecten con la realidad y actualidad del país que nos permite llegar de manera virtual a todos los territorios. Venimos creciendo en oferta y contamos con 35 programas universitarios”, reseñó Leonardo García Botero, rector del TdeA.
El directivo indicó que en 2023 la permanencia de estudiantes en la institución fue del 90,57 % y que el cumplimento del Plan de Acción llegó al 97,6 %. Así mismo, señaló que, a cierre del 31 de diciembre, la entidad adelantó una ejecución presupuestal de $117.059 millones, equivalente al 77,6 %.
Respecto a este componente, García Botero recordó que el año pasado el presupuesto total del TdeA fue de $150.915 millones, de los cuales $60.102 millones corresponden a aportes: $37.990 millones del Ministerio de Educación Nacional y los restantes $22.112 millones de la Gobernación de Antioquia, incluidos $2.360 millones generados por la estampilla departamental.
"Por concepto de la Ordenanza 73, en 2023 recibimos por parte del Departamento lo equivalente al 15 % del total de nuestro presupuesto, eso si se tienen en cuenta los $20.000 millones generados por convenios. Esos recursos se distribuyeron principalmente en programas de bienestar para la comunidad universitaria, estímulos para grupos de investigación y el componente misional de las facultades", detalló el rector.
Con una asignación superior a los $47.000 millones, 21.457 estudiantes de la Institución (en los dos semestres) accedieron, a lo largo del año, a planes de beneficio de los programas de “Gratuidad”, fondos Sapiencia y “Generación E”, además de convenios con entes territoriales y fundaciones.
La nueva infraestructura física del TdeA
Dada la conmemoración del cuadragésimo aniversario de inicio de actividades académicas del Tecnológico de Antioquia, 2023 fue un año estratégico en la consolidación y consecución de grandes obras físicas para la Institución. Uno de esos proyectos clave es el Campus universitario Aburrá Sur que se construye en el municipio de Itagüí.
“Vamos muy bien, al 31 de diciembre estábamos en el 50 % y hoy alcanzamos el 65 % de avance de obra. Este es un proyecto que por sus características va a impactar a todo el Aburrá Sur. Ya presentamos a la Secretaría de Educación de Antioquia una propuesta para tener allí nuevos programas de educación superior y educación para el trabajo y desarrollo humano y seguir impactando, así, en la regionalización.
La nueva infraestructura académica, que se levanta en un predio de 13.876 metros cuadrados aledaño al humedal del parque natural Ditaires, tendrá ocho pisos, 65 aulas, tres laboratorios, cuatro salas de sistemas y tres zonas de estudio. En la obra se invertirán $21.400 millones, de los cuales ya se han ejecutado cerca de $13.500 millones.
También en 2023, pero en el campus de Robledo, el TdeA estrenó espacios físicos como la sede del Centro de Emprendimiento, Transferencia e Innovación -CETI-, un lugar destinado a la producción y cocreación de soluciones transdisciplinarias donde se destinaron $1.111 millones; al igual que el Green mall, complejo estructural conformado por oficinas, locales comerciales y zonas para el trabajo colaborativo que tuvo un costo de $3.100 millones.
De la misma manera, con una inversión de $2.100 millones se adelantó la actualización y ampliación de la red contra incendios de la sede central, con lo que la institución se pone al día con este equipamiento de prevención y atención de eventuales riesgos.
Acorde a su tercera línea misional, en 2023 el TdeA acrecentó su Política de Inclusión, Diversidad y Género. Las actividades y campañas implementadas incluyeron grupos activos de estudiantes, docentes y directivos. Durante el año se establecieron 26 alianzas estratégicas para la pluralidad, la equidad y la no violencia.
En el ámbito de la cooperación la institución afianzó 35 convenios nacionales y 59 internacionales. A lo largo del año diferentes delegaciones de la institución, conformadas por docentes y estudiantes, adelantaron movilidad por 15 países de América, Europa y Asia.
Además de la apertura del campus Aburrá Sur, en 2024 la institución se propone ampliar su oferta de programas de pregrado y posgrado en la modalidad virtual y fortalecer la articulación de las cinco líneas estratégicas de la entidad con respecto a los Objetivos de Desarrollo Sostenible de la humanidad.
El proceso de rendición de cuentas del TdeA “Date cuenta”, fue exaltado como experiencia innovadora por Función Pública y ha incluido procesos de participación y diálogo con los grupos de interés y contempla, para este 15 de marzo, la realización de una feria abierta a la comunidad.
“Date Cuenta”: Accountability TdeA 2023
With the presence of different offices and agencies, as well as members of the institutional community such as students, teachers, employees, graduates, citizens, and delegates of control entities, the public event "Date Cuenta," an act of accountability of the Tecnológico de Antioquia (TdeA) corresponding to the year 2023, was held.
The event was led by the president of TdeA, Leonardo García Botero, who made a detailed report on the progress and management of the five strategic lines that make up the 2022-2026 Institutional Development Plan, titled "Being, Doing, Transcending".
In 2023, the TdeA welcomed 12,193 students in all its programs of the four schools (Administrative and Economic Sciences, Education and Social Sciences, Engineering and Law and Forensic Sciences) in the first semester of the year and 11,979 during the second.
"It was a year of great achievements where we positioned new proposals that are pertinent to the historical and social reality of Colombia, such as with the master’s degree in Digital Pedagogy, in association with the IU Digital of Antioquia; the specialization in Public Law and the master's degree in Urban-Rural Development. We are offering alternatives that connect with the reality and current situation of the country, which allows us to reach all territories virtually. We have been growing in offer and we have 35 university programs," said Leonardo García Botero, president of the TdeA.
The president underscored that in 2023 the permanence of students in the institution was 90.57% and that compliance with the Action Plan reached 97.6%. Likewise, he pointed out that, at the end of December 31, the entity advanced a budget execution of COP 117,059 million, equivalent to 77.6%.
Regarding this component, García Botero recalled that last year the total budget of the TdeA was COP 150,915 million, of which COP 60,102 million correspond to contributions: COP 37,990 million from the Ministry of National Education and the remaining COP 22,112 million from the Government of Antioquia, including COP 2,360 million generated by the departmental stamp.
"Under Ordinance 73, in 2023 we received from the Department the equivalent of 15% of our total budget, if we take into account the COP 20,000 million generated by agreements. These resources were distributed mainly in welfare programs for the university community, stimuli for research groups and the missionary component of the each of the schools," explained.
With an allocation of more than COP 47,000 million, 21,457 students of the Institution (in the two semesters) accessed, throughout the year, benefit plans of the "Gratuity" programs, Sapiencia and "Generation E" funds, in addition to agreements with territorial entities and foundations.
Given the commemoration of the fortieth anniversary of the start of academic activities of the Tecnológico de Antioquia, 2023 was a strategic year in the consolidation and achievement of major physical works for the Institution. One of these key projects is the Aburrá Sur University Campus, which is being built in the municipality of Itagüí.
"We are doing very well, as of December 31 we were at 50% and today we have reached 65% of the work progress. This is a project that, due to its characteristics, will impact the entire South Aburrá. We have already submitted a proposal to the Secretary of Education of Antioquia to have new higher education programs and education for work and human development there, and thus, continue to have an impact on regionalization. The new academic infrastructure, which is built on a 13,876-square-meter site adjacent to the wetland of the Ditaires Natural Park, will have eight floors, 65 classrooms, three laboratories, four IT rooms and three study areas. A total of COP 21,400 million will be invested in the work, of which about COP 13,500 million has already been executed.
Also in 2023, but on the Robledo campus, the TdeA opened physical spaces such as the headquarters of the Entrepreneurship, Transfer and Innovation Center -CETI-, a place for the production and co-creation of transdisciplinary solutions where COP 1,111 million were allocated; as well as the Green Mall, a structural complex made up of offices, commercial premises and areas for collaborative work that had a cost of COP 3,100 million.
In the same way, with an investment of COP 2,100 million, the update and expansion of the fire-fighting network of the central headquarters was brought forward, with which the institution is up to date with this equipment for the prevention and attention of possible risks.
In line with its third mission line, in 2023 the TdeA increased its Inclusion, Diversity and Gender Policy. The activities and campaigns implemented included active groups of students, teachers, and administrators. During the year, 26 strategic alliances were established for plurality, equity, and non-violence.
In the field of cooperation, the institution strengthened 35 national and 59 international agreements. Throughout the year, different delegations of the institution, made up of teachers and students, carried out mobility in 15 countries in America, Europe, and Asia.
In addition to the opening of the Aburrá Sur campus, in 2024 the institution intends to expand its offer of undergraduate and graduate programs in the virtual modality and strengthen the articulation of the five strategic lines of the entity with respect to the Sustainable Development Goals.
The accountability process of the TdeA "Date Cuenta" was exalted as an innovative experience by the Public Service and has included processes of participation and dialogue with stakeholders and considers, for this March 15, the realization of a fair open to the community.
